"Guan Ge" is a political institution in the North Song Dynasty developed from the old system of Wen Guan in the Tang Dynasty with the functions of promoting culture and education, storing talents, and gathering books. Ouyang Xiu's official career started with the collation of the pavilions. The elegant atmosphere of the pavilions shaped Ouyang Xiu's personality of advocating "elegance", established Ouyang Xiu's implicit and elegant style of Ci, and finally made him determine the aesthetic ideal of "elegant songs of hermit". "Leisure" includes leisure of life, leisure of politics and leisure of interest. The ideal of "Elegy" is to introduce the aesthetic requirements of poetry into CI style. This recognition of Song Ci was the product of the scholar bureaucrat's personality and the ambition of mountains and lakes in the North Song Dynasty. Yan Shu, Ouyang Xiu and other scholars formed the "spirit of Guan Ge". They entered the center of power and became the masters of literary. They respected the gentle and elegant style of Ci and promoted the elegance of Song Ci.

The excellent traditional Chinese culture contains rich emergency culture, and the early Confucian classic Shangshu is a representative of this feature. Both Marxism and Chinese Confucian culture attach importance to the subject role of human being, who is also the subject in emergency culture and the leader in dealing with various emergencies. The legitimacy in political science or political philosophy is different from the legitimacy in law. The former has a deep cultural value appeal, and its essence is that power obtains the "consent" of the people. The legitimacy of the Communist Party of China governance is neither from the sky, nor is it done once for all, but it is the struggle of the Chinese Communist Party, and it is the choice of history and the people. Marx and Engels stated that history is people and their activities in the real world, a sequential alternation of ages, and a product of reality rather than a product of pure thought. This argument denies the conclusion that the history is created by people according to the concept in the mind, which establishes the materialism in the field of social history. Marx pointed out that the continuous breakthrough of national and regional restrictions for human production and communication has made human history bound to move towards unity in the end. The meaning of the term "world history" proposed by Marx at different levels are studied, and the course of national history turning into world history is overviewed and summarized based on the text reading of The German Ideology and The Communist Manifesto. Consumption plays an important role in promoting the national economy. In 2019, consumption accounted for 54.3% of GDP, contributing 57.8% to economic growth. In 2020 the state has introduced a series of measures to promote consumption and expand domestic demand in order to deal with the impact caused by the COVID-19 epidemic, stabilize growth, protect employment, and speed up the pace of economic recovery, and various localities have introduced consumption coupon policies. This paper puts forward the concept of consumption multiplier, systematically expounds the principle, calculation formula and geometric explanation of consumption multiplier, and makes an empirical test with the data of the last 40 years. The concept of consumption coupon multiplier is put forward and the calculation method is given. The research shows that the consumption multiplier in the last 10 years is about 2.5; the short-term pulling effect of consumption coupons on the economy in this special period is very significant. In view of the problems exposed in the implementation of the consumption coupon policy, some policy suggestions for improvement are presented.

Two hundred and twenty-five public funded normal primary school students in A and B schools in Y province were selected as the research subjects for questionnaire survey and analysisin order to understand the current situation of teachers' career intention of public funded normal primary school students. The results show that most of the public funded normal school students maintain a positive attitude towards teachers' career, clear professional emotion and strong professional will, but some students' career intention is not firm and lack of specific career planning. The influence factors of vocational intention of public funded normal university students in primary education include vocational values, public funded normal university students' policies, teachers' professional social status, and personnel training mode in colleges and universities. Thoughts of enhancing the public funded normal students’ vocational intention in primary education are: (1)fully running teacher education courses to improve teachers' professional awareness; (2) building teachers' educational culture and enhancing teachers' professional will; and (3) establishing a linkage mechanism with primary schools to cultivate teachers' professional emotion.
