To be Labor-substituted or to be Skill-biased: Path Selection and Educational Orientation for Technological Advancement

Abstract: Technological advancement has promoted the development of human civilization, but a new phenomenon of the abating of high-tech sharability has been appearing, which cannot be ignored. Although technological advancement can replace skilled-labor in horizontal and directional dimensions, it can also promote the complementarity between them, by the way of developing Skill-biased Technology. The complementarity depends on factors such as employer technology-diffusion, government policy, labor structure and education system, which may lead to three situations: high-skill balance, high and low-skill mixtion and low-skill lock-in.
