Research on the Co-governance of Cross-border Disaster: An Analysis Framework based on “System-Process- Capacity”

Abstract: The cross-border areas look forward to developing together with the mainland, but the communication and the transportation with mainland are not smooth and they have to share the impact of disasters. When the effects of disasters cross national borders, the government and actors from different country should do the corporation to deal with the disaster. At the system level, the goal is to establish a cross-border disaster co-governance community. At the process level, we need to translate the willingness and requirements for co-governance of cross-border disaster into practice, and ultimately output relevant policies on co-governance of cross-border disaster. The capacity level is to provide products and services for the co-governance of cross-border disasters and ensure the sustainable development of the co-governance of cross-border disaster. On the basis of the structure of System-Process-Capacity, we will continue to gather people from different countries to develop broader governance models to deal with more risks and challenges.
