Abstract: The concept of Human Destiny Community put forward by China provides a blueprint for a better world of mutual benefit and win-win results, joint construction and sharing, equality and mutual trust, inclusiveness and mutual learning, mutual help, and respect for nature. However, in the real world with many national borders, the issues caused by borders, such as economic shielding, legal areas division, cultural separation, arbitrariness of global distribution, tragedy of the commons and negative externalities in cross-border resource exploitation and environmental protection, seriously hinder the construction of human destiny community. Cross-border cooperative governance is an important scheme to weaken the negative effect of borders. The contents covered by cross-border cultural exchange, cross-border mutual assistance, cross-border security cooperation, cross-border economic cooperation and cross-border resource cooperation can effectively promote the construction of cultural community, friendship community, security community, economic community and ecological community. The effectiveness of cross-border cooperative governance is mainly affected by several factors in three main dimensions: subject, process and environment. In order for China to let the consciousness of a community with a shared future for mankind take root in neighboring countries, it is necessary to pay attention to the three approaches to “main incentive”, “process design” and “environment creation” to promote cross-border cooperative governance.
