Research on Employment Policies for Persons with Disabilities from the Perspective of Policy Tools —Analysis based on 31 policy texts of the State Council

Abstract: Employment is the foundation of people's livelihood, and it is also the most direct path for disabled people to integrate into society, develop in an all-round way and move towards common prosperity. The employment policy for the disabled is the institutional basis for promoting the development of the cause of the disabled. Through the method of content analysis, it constructs two analysis dimensions of policy tools and policy objectives, and uses Nvivo12plus software to analyze 31 samples of employment policies for disabled people issued by the State Council, to explore the internal logic of the employment policy system for disabled people, the distribution of policy tools and the fuzziness of policy tools. It is found that the employment policy for the disabled shows the characteristics of path dependence, high policy fuzziness and government led. Therefore, in the context of Chinese modernization, three suggestions are put forward: adjusting the structure of policy instruments, promoting the refinement of policies and implementing social responsibility.
