Social Assistance Service Model for the Disable from the Perspective of Resilience: A Case Study of the “Warm Heart Plan” in Zone Z

Abstract: As a vulnerable and marginalized group in society, the disable are one of the important targets of social assistance. The existing material based on social assistance is not sufficient to meet the diverse service needs for the disable. The “material+service” combined social assistance model for the disable to respond to their diverse needs is an important idea for the reform of social assistance for them in the new era. The “Warm Heart Plan” in Zone Z is taken as a case study to explore the “1+6” social assistance service model for the disable from the perspective of resilience. The study highlights the innovative ideas of capacity based, family based, community based, and professional based in the social assistance model for the disable and will provide experience and reference for the innovation of social assistance models for the disable.
