Abstract: Community governance is the basic link of national governance and the modernization of community governance is the symbol for the modernization of the national governance system and governance capabilities. With the trend of diversified governance gradually becoming the consensus of social governance, the formation of a co-governance mechanism is crucial. As part of the community co-goverance, the social work organizations not only provide governance technical services for the community, but more importantly, cultivate governance concepts and autonomous capabilities for the community, which requires the continuous innovation of social system reform and community governance, and the continuous advancement of service-oriented government construction.
