Abstract: Urban cutrural soft power can promote the development of economy and society. Threrefore, it is very significant to strengthen urban cultural soft power. Analysing the law of the development of urban cultural soft power to find an practical and effective methods for its development plays an important role in enhancing the urban cultural soft power. Qujing city, the second largest city in Yunnan, can enhance its urban cultural soft power through consolidating its economic foundation and striving to seek its development, deepening its institutional reform and working hard on the improvement of its functions, coordinating its internal and external balance by enhancing its charm, and strengthening its cultural innovation and improving its skills.
