Abstract: In the process of ruling society by law, there remains some blank in the construction of the rule of law in the communities. At present, the deficiency of rule by law is relatively obvious in communities of Qujing: departments involved do not pay enough attention; financial support at the community level is very limited; the community residents have little awareness of the law and can’t practice the rule of law and legal professionals are in shortage. All of these problems restrict the construction of the harmonious livable city, Qujing. Therefore, with the implementation of comprehensive rule by law proposed by the Party Central Committee, Qujing should actively establish and improve the legal service system, improve the legal services, keep pace with the times so as to provide a strong legal guarantee for its regional economic and social development.
