Abstract: The concept of law enforcement refers to the thoughts and ideas that guide people in their law enforcement activities. It is classified according to its source, its relevance to evidence, its relationship to the criminal verdict, and its attitude tendency to criminals. The concept of law enforcement has the nature of times, relative stability, ideation, guidance and contradiction. Its transformation is influenced by social and historical conditions, political factors, legal theory and judicial practice. In the transforming process, the criminal judicial officials should didactically and scientifically apply the concept into practice, have a good judgment of necessity, go to no extremes, establish a correct concept of evidence, deal with the relationship between “severe punishment” and “human rights protection”, and the relationship between “the transformation of law enforcement concept” and “verdict”.
