Abstract: Population aging is an important trend in social development. The “Silver Age Initiative”is an important measure to activate the knowledge, skills and experience of the elderly, and it is becoming an important path to empower China's modernization. The Silver Age Initiative covers multiple aspects such as social participation of the elderly, health promotion, and intergenerational interaction. Its theoretical basis can be explained from the theory of active aging, sustainable development theory, human capital theory and social capital theory. Its connotation is manifested as the value redefinition of the elderly subject, the bond of intergenerational fairness and reciprocity, and the practical efforts to actively respond to population aging. The value logic of the Silver Age Initiative in empowering China's modernization is reflected in promoting regional coordinated development, promoting the modernization of grassroots governance, and promoting the inheritance and development of Chinese excellent traditional culture. In response to the problems of negative elderly care, fragmented practices, and mismatch between supply and demand, policy breakthroughs such as promoting social cognition innovation, systematic guarantee, and precise matching are proposed to facilitate the realization of value re-creation by the elderly group in the process of China's modernization.
