Abstract: The people's jury system is an important part of practicing whole-process people's democracy in the judicial field and its value must be fully exerted. Through the history of the operation of the jury system in the United Kingdom, the United States, France, and Russia, it can be found that judges, as one of the institutional practitioners of the jury system, exert a huge influence on the practical effect of the jury system, positively or negatively. The studying of judges’ roles in the operation of the jury system can lead to the following inspirations: the model of the jury system must be in line with the folk customs, and political and legal demand of a country must be supported by judges. Fully exploring the current value of the jury system may achieve a win-win situation of judicial and political values through judicial deliberative democracy and win the support of judges. Through a series of measures, judges are encouraged to support the jury system in playing its role, truly achieving a mutual pursuit and mutual enhancement of the judicial and political values of the jury system.
