Evolutionary Trend and Development Direction of Talent Policy in Sub-provincial Central City: An NVivo Analysis Based on Qujing City's Policy Text from 2014 to 2024

Abstract: Talent policies play a dual role in attracting and retaining talent , serving as a new driving force for the development of sub-provincial central cities . Over the past decade, Qujing City has refined its talent policies , improving talent development platforms and the innovation and entrepreneurship ecosystem , achieving notable results in both talent recruitment and cultivation . However, the coding analysis of talent policy texts revealed that supply-type and environment-type policy tools are used relatively fully, while demand-type policy tools such as service outsourcing and establishing overseas talent institutions are used insufficiently. Therefore, the coding analysis of 23 talent policy texts was conducted by using NVivo 20 software from the perspective of policy text measurement. Suggestions in five aspects were put forward, aiming at the existing problems, with the expectation of providing a reference for the further optimization of the talent policies in Qujing City by combining the application situation and evolutionary characteristics of policy tools.
