Evaluation of Talent Introduction Policy in Provincial Sub-central Cities based on PMC Index Model

Abstract: As an important growth pole of regional economic development, the talent introduction policy is a strategic choice for the industrial transformation and upgrading of provincial sub-central cities and the strengthening of core competitiveness, and an important guide to achieve high-quality economic development. Fifteen sample cities were quantitatively evaluated by taking 83 talent introduction policies issued by provincial sub-central cities as the research object, the text mining of the policies was carried out by using the Weword Cloud software, and the PMC index model of talent introduction policies in provincial sub-central cities was constructed. The results show that the overall performance of talent introduction policy is above the level of “good”, but there are still problems in talent management, talent evaluation, policy nature, etc. Therefore, the measures such as giving full play to the advantageous areas, making up for the weak areas, and constructing a talent demand-oriented forecasting system are proposed to provide direction and basis for the improvement and precise fine-tuning of the follow-up policies for the introduction of talents in provincial sub-central cities.
