Abstract: Localization is fundamental to the development of social work education in China, with teaching practice playing a central role. The focus of localization efforts should be on building a knowledge system rooted in Chinese discourse, particularly through emphasizing the value-based nature of social work. It is essential to fully integrate Socialist Core Values into the construction of a distinctively Chinese value system for social work education. An interdisciplinary model for curriculum transformation is proposed by drawing on phenomenon-based learning approaches. The “Social Work Values and Ethics” course are enchanced through ideological and pedagogical innovation by incorporating elements from practical experience in Chinese social work, traditional cultural values, and globally shared social work principles. This curriculum development is designed to cultivate a new generation of social work professionals equipped with localized ethical grounding. Furthermore, this practice-oriented reform encourages critical reflection on the formation of a contextualized value system and corresponding ethical guidelines, contributing to the high-quality development of social work education in the new era.
