Abstract: Border towns refer to towns within their jurisdiction that have border lines and borders with foreign countries. In reality, the governance of border townships bears a significant role in the daily and specific affairs of border governance in China, building a grassroots barrier for national security and assuming the ultimate responsibility of border governance. The complex power structure in border township governance has become the biggest difference between border township governance and inland township governance. According to the reality of border township governance, it is divided into“township governance” and “border governance”. Due to differences in governance methods, subjects, and objectives, the relationship between “township governance” and “border governance” has not been clarified, limiting the overall development of border governance. Clarifying the relationship between “township governance” and “border governance” is the key to the transformation of border township governance and an important component of modernization of border governance. The key to achieving the transformation of border township governance lies in improving the organizational guarantee of border party, expanding the development channels of border villages, and implementing the main role of border residents in border governance.
