Abstract: Creating a network based on infrastructure model, according to the requirements of the Yunnan Provincial Party Committee,is one of the key tasks for Qujing City to build a sub central city. Since the beginning of the “14th-Five-Year Plan”, Qujing has achieved remarkably in the construction of network infrastructure, maintaining rapid growth in fixed assets investment, and constantly improved the scale and networking level of transportation, energy, water conservancy and other infrastructure. However, compared to other provincial sub-central cities in China, there are still some problems and gaps in the connectivity, technological content, service level, financing, and security resilience of Qujing's network infrastructure, requiring continuous networking, replenishment, and strengthening. Qujing City should take into account both current and long-term needs to plan scientifically with benefit oriented, the joint efforts of the government and market, coordination between development and security to build interconnected, smart, green, safe, and efficient network infrastructure, and support the construction of a sub-central city in Yunnan.
