Abstract: Under the background of common prosperity, social assistance plays an important role in the extremely poor elderly people’s access to care, medical care, happiness, and activities in old age to ensure that the elderly in extreme poverty have access to "care" and "medical care". More importantly, material assistance and social work services should be effectively combined to meet the diverse needs of the elderly,so that the elderly in poverty to achieve,"old people have fun" and "old people have something to do". This study selects the Sunshine Program in Z District of Qujing City as a case study, focuses on the practical logic and intervention path of social assistance for the elderly in extreme poverty, and points out that the innovation of social work service for the elderly in extreme poverty lies in the transformation from material assistance to service assistance, from individual perspective to system perspective, and from unary welfare to multiple welfare.
