Abstract: Frontier local normal colleges should not only grasp the teaching rules of higher vocational education, but also closely focus on the actual development of regional industries.Frontier local normal colleges should effectively and quickly realize the high-quality development of vocational education personnel training and effectively serve the local economic society and industry development.The improvement of talent training quality at frontier local normal colleges mostly focuses on the exploration of professional talent training mode, curriculum, teachers and other aspects.There are few reports on the comprehensive research and practice of the core elements of talent training such as major, curriculum, teachers, security, reform and evaluation.Based on the core elements, a talent training system based on the high-quality development of vocational education at frontier local normal colleges is studied.This system constructs a professional group that is connected with the pillar industry, promotes the characteristic development of normal colleges, and constructs a guarantee mechanism for the high-quality development of vocational education.The system can effectively solve the problems of unclear development orientation, incomplete talent training mechanism and blind convergence of professional development at frontier local normal colleges.This system can also provide reference for the research and practice of high-quality development of talent training in local normal colleges.
