Abstract: Qujing, the province's second-largest economy, has in recent years made every effort to create a “Green energy brand”, bringing in a number of companies to develop clusters for the photovoltaic industry, new energy and new materials industries, and silicon and chemical industries by the focus on building a green energy industry. Qujing is also an important vocational education base in the province, with 150,000 students enrolled in 40 vocational and undergraduate colleges. However, due to the lagging nature of personnel training and the closed nature of traditional school-running, there is a big contradiction between supply and demand of personnel. Therefore, we should construct the guarantee mechanism, the motive mechanism, the sharing mechanism and the operation mechanism by focusing on the green energy industry, analyzing the conditions and problems of Qujing's integration of industry and education in education from the angles of clarifying the responsibilities and rights of the Cooperative Subjects, improving the policy system, stimulating of the sustained power, building the information sharing platform, and reforming the education mod to effectively link up “Education” and “Industry”, to solve the “Talent” problem at the core of Qujing's vocational education and industrial development, and to promote the development of the city by talents and industry.
