Interest Relationship and Coordination of Current Rocky Desertification Governance Model: A Case Study of the Rocky Desertification Area of Yunnan,Guangxi and Guizhou

Abstract: The rocky desertification governance model led by the government and participated by the farmers is the main choice for the ecological control of the rocky desertification area in Yunnan,Guangxi and Guizhou.The active participation of the farmers is conducive to improving the policy effect of rocky desertification control.However,the lack of farmers' participation is widespread.Based on the IAD framework,the current rocky desertification governance model is the stage of action with the government and farmers as actors.Farmers' participation behavior is affected by the constraint mechanism and incentive mechanism of government policies,as well as the "push-pull" mechanism of governance opportunity cost.In the action situation,due to the asymmetry of location,action,information,control,payment and potential results,the relationship of interest distribution,form the relationship of benefit distribution,benefit realization and benefit guarantee between the government and farmers,and also lead to the deviation between individual interests of farmers and public interests,which affects the choice of farmers' participation behavior.Building the mechanism of ideological incentive,interest incentive and institutional incentive as the means of interest coordination to encourage farmers to participate in the behavior is to improve the effect of rocky desertification control.
