Abstract: The concept of “cultural governance” breakthrough the tendency of State-centered and bureaucratic paradigm, make the culture become the essential of rural administer. Rural governance path reflects the cultural power of history and the process of external administrative power wedge. Existing rural administer is based on the theory of modernization , but face dilemma. Culture should be embedded in the original rural management system and make it get social integration and resource allocation functions.
