Abstract: There are three problems of managing the local universities as forced organizational destination, defects for the structure of the organization and power monopoly for the internal management of the local university, a subsystem of national managerial system under the context of thinking in a Internet way. The local university should cut off the establishment of secondary schools and establish organizations in accordance with the functions from the perspective of thinking in a Internet way. The internal management of the local university can be improved through equal thinking, customer’s thinking, iterative thinking and platform thinking so that the problems of obscure developing goals, inflexible organization and undemocratic management can be overcome.
