Special Education in Saudi Arabia: Evolution, Policies and Challenges

摘要: 沙特阿拉伯高度重视残疾人的受教育权利,特殊教育也因此在其国家教育体系中占据重要地位。自20世纪50年代起,沙特从法律、管理、财政、师资四个维度持续发力,逐步构建起完整的特殊教育服务体系,不仅实现了特殊教育的全面普及,教育质量也稳步提升。然而,高质量专业师资匮乏、私立机构发展滞后、融合教育推进缓慢等问题仍制约着沙特特殊教育的发展。展望未来,随着“2030愿景”教育改革的推进与人工智能技术的引入,沙特特殊教育有望迈向更高水平。

Abstract: Saudi Arabia attaches great importance to the right to education for persons with disabilities, and special education occupies a significant position in its national education system. Since the 1950s, Saudi Arabia has made sustained efforts across four dimensions, namely legislation, administration, finance, and teacher training, gradually establishing a comprehensive special education service system. This has not only achieved universal access to special education but also steadily improved educational quality. However, challenges such as a shortage of high quality professional teachers, the lagging development of private institutions, and slow progress in inclusive education continue to constrain the development of special education in Saudi Arabia. Looking ahead, with the advancement of the Vision 2030 educational reforms and the introduction of artificial intelligence technologies, special education in Saudi Arabia is expected to move toward a higher level.
