布托及其人民党在巴基斯坦政府教育国有化改革中的施政特征

Political Gambit in the Nationalization of Education under the Z.A.Bhutto’ PPP Governance features

摘要: 20世纪60年代末,巴基斯坦面临较为严重的地区经济发展不平衡与两极分化问题,引发整个社会层面的不满情绪。布托及其人民党在70年代初通过大选成为执政党,采取国有化改革政策解决这两个问题。布托同样也在教育领域推行国有化改革政策,要将所有非外资私立学校收归国有。布托的教育国有化改革过程“一波三折”,展现了布托及其人民党与其他内部政治势力的不断博弈,体现了人民党执政的特点和手段,也暴露了人民党在20世纪70年代执政的主要问题。布托及其人民党对巴基斯坦的国家治理受到时代背景的影响,塑造了巴基斯坦民主党派的基本政治风格,对后续巴基斯坦政治局势产生了深远影响。

Abstract: In the late 1960s, Pakistan faced severe regional economic imbalances and polarization, which sparked widespread social discontent. By the early 1970s, Zulfikar Ali Bhutto and his Pakistan People's Party (PPP) came to power through elections and implemented nationalization reforms to address these issues. Bhutto also pursued nationalization policies in education, aiming to state-control all non-foreign private universities. The PPP's higher education nationalization process was marked by twists and turns, reflecting ongoing power struggles between the party and other domestic political forces. This process highlighted the PPP's governance characteristics and methods, while also exposing the party's major challenges during its rule in the 1970s. Bhutto and the PPP's governance of Pakistan was shaped by the historical context of the era, defining the fundamental political style of Pakistan's democratic parties and exerting profound long-term impacts on the country's political landscape.
