High Collaborative Quality Development Strategies for the “One Old and One Small” Service System

Abstract: This article conducts on-site research on the “one old and one small” public service system in N city, analyzes the current development status of its “one old and one small” public service system, explores the practical problems in the coordinated development of “one old and one small” public services, and summarizes its possible breakthroughs and development paths. The results revealed that the “one old and one small” service system in Nanjing has prominent problems such as fragmented service content, significant differences in service development levels, imperfect interaction mechanisms between the elderly and children, and insufficient motivation for inclusive development. A long-term mechanism that includes collaborative governance mechanisms, market collaboration mechanisms, interest coordination mechanisms, financial compensation mechanisms, and cultural collaboration mechanisms is proposed to promote the construction of the “one old and one small” service system and achieve the goal of “one old and one small” collaborative high-quality development.
