Abstract: The implementation of the strategy of active management of population aging requires the joint participation of the relevant responsible parties, including the government, market, society, families, and individuals, in the practice of aging. The community-based embedded elderly care service model is based on the community, effectively integrates the resources of the relevant parties responsible for aging, and responds to the emotional needs of the elderly who do not have to leave their homes in their old age. The greatest advantage of the embedded elder care service model is that it takes into account both the advantages of specialized services and emotional needs, but it still faces difficulties such as “system construction, functional positioning, operation cost and neighborhood effect”, so it is necessary to further develop the functions of the government, effectively combine the strengths of the market, society and family, and enhance the effectiveness of the embedded elder care service.
