Abstract: Since the foundation of the People’s Republic of China, the rapid development in the areas of ethnic groups has promotes the modernization of governance system and governance ability, which, however, came across the the bottleneck due to the underdeveloped facts in the areas.The modernizationof governance system and governance ability provides guidance for the modernization of governance system and governance ability of the development of talents team in areas of ethnic groups. The modernization of governance system and governance ability of the development of talents team in areas of ethnic groups calls for, (1) training and improving talents of ethnic governce with diversified training mechanism; (2) encourging and introducing talents with diversified methods; (3) innovating talents development platform to attract all kinds of talents; and (4) cherishing talents to train cadres in areas of ethnic groups.
