Framework Construction, Real Challenges, and Implementation Pathway for the Revitalization of Elderly and Child-Friendly Communities

Abstract: The community is the basic unit of social governance, closely related to the daily lives of the people, serving as an important bridge connecting society, government, and families, as well as a crucial platform for elderly care and childcare services.This paper formulates a framework for the revitalization of elderly and child-friendly communities in China, based on the characteristics and needs of these two groups, as well as the connotation of community revitalization and the five major community development orientations of “people, culture, environment, industry, and scenery.” Additionally, it presents the practical challenges faced in community revitalization, including the loss of initiative and the virtualization of social participation among people, cultural disconnection and limited exploration of community culture, insufficient attention to the ecological environment and a lack of a perspective relevant to the elderly and the young from a geographical standpoint, inadequate and unprofessional supply, and the lack of facilities suitable for the elderly and the young in terms of scene.Finally, this paper presents a pathway for the revitalization of elderly and child-friendly communities, including the establishment of a community decision-making system to promote the participation of multiple actors, the exploration and nurturing of community culture to encourage inter-generational interaction, the creation of a livable green ecological space and natural landscapes, and the construction of a platform to achieve precise adaptation by combining online and offline resources, facilities for the elderly and the young, as well as the integration of inter-generational scenes.
