Abstract: In the report of the 19th National Congress of the Communist Party of China, General Secretary Xi Jinping clearly proposed the implementation of “the strategy of rural vitalization”, drawing up a grand blueprint for the development of agricultural and rural modernization in the new period. As a major agricultural city in Yunnan plateau, Qujing has both opportunities and difficulties in the process of promoting the modernization of agricultural and rural development. The foundation for the development of plateau agriculture in Qujing is solid, but the large number of people living in deep poverty and the large area of poverty are many objective factors that constrain the development of agricultural and rural modernization. Only by seizing the great opportunity “the strategy of rural vitalization”, accelerating the modernization of agriculture with plateau characteristics, promoting the green development of the countryside, accelerating the inheritance and protection of farming culture, accelerating farmers' quality improvement project, and improving the level of livelihood security in rural areas, etc. All these help Qujing's agricultural and rural modernization.
