Abstract: In order to realize the low carbon development of the city, it needs the cooperation of the city residents. The study on the residents’ energy use behavior in Zunyi city is conducted by means of random distribution of questionnaires and statistical data obtained by spss19.0. The research shows that the average value of the residents' energy use behavior in Zunyi is between 3.15~3.65, which shows that the energy conservation awareness is not strong. The residents’ energy use behavior is significantly and positively related to the psychological factors of residents, external situational factors, gender, age and education level. According to the research, policy recommendations are put forward for the development of low-carbon economy in Zunyi: raise awareness of residents’ energy use behavior| increase publicity and education of energy conservation| constrain the residents’ energy use behavior through policy and social norms.
