Internal Administrative Structure of Applied Technology Universities in Yunnan—A Study Based on the Text Analysis of 5 Universities' Statutes

Abstract: A statute is the carrier of the modern university system and the basis of university's internal administration. Based on the text analysis of statutes of 5 applied technology universities in Yunnan, it is found that all these universities lack the transformation consciousness during their construction; inconsistencies exist between school CPC party committee and administrators out of their division of power; academic institutions need to be improved; the concept of “joint administration” is absent; the voices of teachers and students fail to be heard; democratic management and supervision demands improvement. To solve these problems, it is proposed that applied technology universities should promote the optimization of internal administration in four aspects, namely identify their orientation and strengthen the construction of internal statutes, insist the leadership of CPC, implement the governance of professionalized president and transform from “teacher-based study” to “cooperative study” .
