On the Plight and the Measures ofUrbanizing Migrant Workers

Abstract: The citizenization of migrant workers is the key of Chinas urbanization. In the third and fifth Plenary Session of the 18th Central Committee of the Communist Party of China, the reform design and strategic layout of the agricultural population’s citizenization were put forward. The plight of migrant workers citizenization lies in intolerance by urban inhabitants, shortage of capitals of migrant workers and insufficient funds from local governments. To promote urbanization, the top-level design should be carried out from top to bottom, the rural land reform should be accompanied with urbanization, the employment security should be integrated with the capacity improvement, and the important role of government should be supported by other forces.
