Abstract: With the development of the program of making Qujing a plateau sports city, more and more people are interested in sports consumption, with whose demand the development and service of the stadiums and sports facilities cannot meet. Reforming and innovation should be carried out the development of the stadiums and sports facilities to serve the building of the plateau sports city. New operating model can be explored by using the balance function of the market. Various forms can be taken to develop talents for the management of the stadiums and sports facilities so that the service of building Qujing into a plateau sports city, the service of mass sports and the service of sports cause can be satisfied.
