Abstract: Local culture, as the adhesive to realize rural "effective governance", is not only the emotional basis to arouse nostalgia, but also the spiritual source for rural revitalization. However, under the impact of modern urban civilization, local culture gradually declines, rural spirit gradually materializes, people's sense of security, identity and belonging to the countryside gradually fades, resulting in the gradual disintegration of the traditional rural community. In the context of rural revitalization, the new rural community is a complex integrating common will, common interests and rural spirit whose reconstruction is facing great challenges. Revitalizing local culture and constructing local cultural identity mechanism and guarantee mechanism are an effective way to reconstruct the new rural community and condense rural spirit.
