国际非政府组织参与云南教育发展的运作及管理模式探析

摘要: 国际非政府组织在云南的活动主要集中在教育领域,并大都通过项目运作的方式来完成,在多年的实践中,逐渐形成了独自运作模式、委托完成模式与合作共进模式三种比较成熟的项目运作模式。在对教育发展项目的管理上,国际非政府组织面临着组织内部管理和外部监管两大任务。组织内部管理是国际非政府组织的自我管理,主要包括机构管理、人员管理与经费管理三大方面。而外部监管则是我国政府相关部门对国际非政府组织的监控,云南经历了放任管理、极度管控、合作探索与规范管理四大阶段。

Abstract: The activities of INGOs in Yunnan mainly focus on the field of education, and most of them are completed through project operation. After years of practice, three mature project operation modes have gradually formed: independent operation mode, entrusted completion mode, and cooperation and progress mode. In the management of educational development projects, INGOs are faced with two major tasks: internal management and external supervision. The internal management of an organization is the self-management of an international non-governmental organization, which mainly includes organization management, personnel management, and fund management. The external supervision is the supervision of the relevant government departments for the international non-governmental organizations. Yunnan has experienced four stages, i.e., laissez-faire management, extreme control, cooperative exploration,and standardized management.
