Abstract: Relying on resource advantages, constructing a long-term poverty alleviation green industry system is the core of deepening the anti-poverty governance in Nanpan River Basin and realizing the transition from “transfusion-type” poverty alleviation to “hematopoietic” poverty alleviation. There are several advantages in constructing poverty alleviation green industry system in Nanpan River Basin, such as the advantages of transportation conditions and rapid economic development, enrichment of ecotourism resources, unique cultural resources, and accelerated development of modern characteristic agriculture. Therefore, it is necessary to make full use of living resources, enlarge the advantages and build a main industrial cluster focusing on new characteristic industries, high-altitude sports and tourism industries, green modern agriculture, trade logistics and characteristic cultural industries. The three “water+” approaches should be taken into consideration to construct a water-featured eco-type, recycling-type, low-carbon green modern industry system. Efforts should be made to achieve a new leap in development concepts, development strategies, development models and development level. It is also crucial to strive to be the pioneering area for scientific development and poverty alleviation green development in the three provinces and regions of Yunnan, Guizhou and Guangxi. In the path of realizing this, we must pay attention to industrial layout and strengthen comprehensive management; innovate development mechanism to stimulate development vitality; and strengthen infrastructure construction, broaden financing channels, etc.
