Abstract: As the funds for developing national science and technology increase year by year, some problems of fund management in universities are emerging, which becomes the hot point of media coverage and the public. With the characteristics of the university scientific research management being fully considered, the problems are analyzed in the aspects of defective fund management, incorrect budget, failure to get remuneration for personal service, unreasonable horizontal fund management, insufficient credit card and inadequate internal control of scientific research funds. Correspondingly, the countermeasures are put forward here.
