Abstract: A nation's governance over its border areas depends on its governing capability and governing ways. It is one of the important responsibilities of the government to maintain the stability and security of border areas and to promote their economic development. During the reign of Emperor Qianlong, the Qing government implemented a refugee resettlement, placement of allegiant from other authorities and strengthened border security measures in the frontier region of Yunnan to maintain social stability, promote economical development of Yunnan, which showed the governance capabilities of Qing government.
