Abstract: The county-level teacher development center is an important part of the teacher education system in our country. The exploration of its construction status, development difficulties and development paths is of great significance. Based on the analysis of 94 papers retrieved from the CNKI database, the functional positioning, team building and training capabilities of the county-level teacher development centers are the main content of academic research. Literature studies have found that county-level teacher development centers have problems such as insufficient conceptual understanding, unclear function positioning, weak basic conditions, insufficient funding guarantees, and low degree of professionalization of teachers. Accurate positioning functions, changing management systems and mechanisms, and strengthening team building are the path to solve the problem of the county-level teacher development center. In the future, strengthening the research on the necessity of the county-level teacher development center, team building, and the improvement path of research and training capabilities is necessary as well.
