Abstract: After investigating the local people’s social and psychological state in the border security incident——the “2.09” Kokang Incident, the research finds that people’s social psychology does not develop in simple and linear progression as described in the accomplishments of psychological studies. The winding, complicated psychology state is related to three factors: the development of the incident, people’s responsive capacity, and the state’s measures for emergency security. Based on the case, the government should pay more attention to the three aspects to minimize their social effect when constructing the border security emergency system: the local people’s education in response to emergency; the construction of psychological aid system and information release system, and the assurance of system security.
