Abstract: Yunnan provincial government’s decision to build Qujing into a sub-centeral city of Yunnan Province is a strategic one which is an important deployment to follow the trend of the times, combine with the actual situation of Yunnan, and promote high-quality development. In order to accomplish this important mission, we should carefully study the law of building provincial sub-centeral cities and grasp the basic connotation of "city", "sub-center" and "provincial region". Building Qujing into a sub-centeral city of Yunnan needs to deal with three key factors: enhancing the concept of sub-centeral city and promoting Qujing development by building the city into sub-central city of Yunnan; facing the main shortcomings as a sub-central city; and paying attention to the sub-central city construction of population issues. At the practical level, three key procedures should be dealt with: carefully planning the sub-central urban space, and expanding the urban spatial structure to a more developmentally significant range of urban networks. seeking policy support, innovating in management mechanism and system, and improving the guarantee of sub-central construction; and intensifying actions to form the development of various undertakings of the sub-central city with economic construction as the core, to build Qujing into a veritable sub-central city of Yunnan.
