地方院校转型发展应用型本科的SWOT分析及对策

摘要: 地方院校转型发展应用型本科不仅是经济产业发展的迫切要求,也是其自身发展的必然。通过分析地方本科院校转型发展的内外部条件发现,地方院校在后发优势和基础条件、丰富的管理实践经验等方面具有一定优势。同时存在转型动力和积极性不高、应用型师资队伍短缺等问题。就外部环境而言,经济转型与结构升级、行业对技术的需求、建立现代职教体系等也为其转型发展创造了良好机遇。通过重构转型发展的决策机制、组织机制、联动机制、评价机制和运行机制建设,可有效推动其转型发展。

Abstract: Transforming the local university into applied university is not only the urgent requirement of the economic development, but also the necessarity of self-development. By analyzing the internal and external conditions of transforming the local university into the applied university, we can find that the local university has the advantages on basic conditions, rich managerial experiences and potential development. Meanwhile, there are also such problems as the low power and enthusiasm of transformation and shortage of applied teaching group. In terms of the external environment, the economic transformation and structure upgrade, the technology for industry demand and building modern vocational education system also create a good opportunity for the development of transformation. We can effectively promote the development of transformation through refactoring the decision-making mechanism of transformation, the construction of organizational mechanism, evaluation mechanism and operating mechanism.
