我国高层次人才工作变动影响因素及对策思考

Study of the Influencing Factor and Countermeasure of High-level Talent Job Changes in China

摘要: 使用2010年全国妇联组织实施的第三期妇女社会地位调查数据,以及近两次全国人口普查数据,结合个案访谈资料,对中国高层次人才工作变动影响因素进行分析。结果发现:行政职务对高层次人才工作变动具有显著影响。为了减少高层次人才在工作以外的内耗,须从三个层面进行思考:从国家制度顶层设计层面来看,要逐步完善人才流动机制,优化人才空间布局;从用人单位层面来看,不仅要“理性用人”,更要“感性用人”;从人才自身来看,在择业过程中要瞄准定位,避免工作频繁变动带来的不利影响。

Abstract: Based on the data of the third survey of women's social status in China in 2010 and the data of the last two national censuses, the influencing factors of the job changes of high-level talents in China have been analyzed. The results show that administrative positions have a significant impact on the job changes of high-level talents. Three aspects must be taken into considered to reduce the internal friction of high-level talents outside their work. Firstly, from the top-level design level of the national system, the talent flow mechanism must be improved and the spatial layout of talentsit must be optimized. Secondly, from the perspective of employers, people must be employed both "rationally" and "sensibly"; and finally, from the perspective of talents themselves, they should aim at positioning in the process of choosing jobs to avoid the adverse effects brought by frequent job changes.
