数智时代高等教育治理体系现代化的逻辑转向与推进路径

摘要: 高等教育治理体系现代化是高质量发展的必由之路,是推动教育强国的内驱力。数智时代的治理逻辑从价值理念、组织制度、主体对象、空间结构、方式方法五个方面十个维度发生了转向,面临技术价值至上、制度体系不完善、主体性危机、技术失控、数据伦理方面的现实困境。推进高等教育治理体系现代化可以超越工具性价值,构建以人为本的价值取向;推陈出新,建立科学完备的制度体系;确立人的主体性,强化主体责任;完善基础设施建设,推进技术赋能;优化算法与技术治理,从“技治”转向“善治”。

Abstract: The modernization of the higher education governance system is the inevitable path for high-quality development and the internal driving force for promoting a powerful country in education. In the digital and intelligent era, the governance logic has shifted in ten dimensions across five aspects, namely value concepts, organizational systems, subject objects, spatial structures, and methods. It also faces practical difficulties such as the supremacy of technological value, an imperfect institutional system, a crisis of subjectivity, technological out-of-control, and data ethics. To promote the modernization of the higher education governance system, we can transcend instrumental values and build a people-oriented value orientation, weed through the old to bring forth the new and establish a scientific and complete institutional system, establish human subjectivity and strengthen the main body's responsibility, improve infrastructure construction and promote technological empowerment, and optimize algorithms and technological governance, and shift from “governance by technology” to “good governance”.
