“双减”背景下曲靖基础教育生态系统的困境与重构

摘要: “双减”政策的出台为曲靖基础教育深化改革、构建良好教育生态、实现高质量发展提供了政策支撑并指明了实践路向。高质量基础教育生态离不开主体生态、规范生态与社会生态三大生态圈层的内在契合与有序协作。新时代十年,曲靖基础教育生态在呈现出良好发展势头的同时,也存在着一些诸如应试观念明显、城乡教育失衡、民办教育失序、结构布局失协、评价手段单一等问题。曲靖基础教育的高质量发展,须借力“双减”、多方合力,重构基础教育生态系统。在规范层面上,要完善多元共治的制度体系;在主体层面上,要建立和谐共进的师生关系;在社会层面上,要增强内外协同的育人合力。

Abstract: The introduction of the "double reduction" policy provides policy support and practical direction for deepening the reform of the elementary education in Qujing, building a good education ecosystem, and achieving development of quality. The high-quality elementary education ecology cannot be separated from the internal integration and orderly cooperation of the three ecological circles: the main ecosystem, the normative ecosystem, and the social ecosystem. In the past decade of the new era, while the elementary education ecology in Qujing has shown a good development momentum, there are also some problems such as obvious exam oriented concepts, imbalanced urban-rural education, disordered private education, inconsistent structural layout, and single evaluation methods. The high-quality development of elementary education in Qujing requires the use of "double reduction" and multi-party efforts to reconstruct the basic education ecosystem. At the normative level, the improvement of the institutional system of pluralistic co-governance should be realized; at the subjective level, a harmonious and progressive teacher-student relationship should be established; and at the social level, the synergy of internal and external education should be enhanced.
