Abstract: Chinese-style Modernization is an inevitable requirement to achieve self-reliance in advanced science and technology, win the battle around key technologies, and gain the initiative in forthcoming technological revolution.Although China's IC industry has made significant achievements, the bottleneck of key technologies is still prominent.This paper first analyses the impact of the technology decoupling led by US on the technological environment of China's semiconductor industry in the context of Technology Nationalism in a realistic dimension.By constructing “Dual Circulation”, this paper then proposes specific digital solutions to the problem of China's IC industry on the practical scale of ideology, technology road map, government role, and external environment.
