土地资源错配与我国人口城镇化发展滞后的内在机制研究

摘要: 从土地资源错配的视角揭示人口城镇化滞后之谜,实证分析表明:土地资源错配对人口城镇化滞后存在显著的正向影响,进一步根据脉冲响应函数,人口城镇化滞后对来自土地资源错配的冲击具有显著影响,且作用较持久;另据方差分解,土地资源错配对人口城镇化滞后的贡献率达到50%.研究结果对政策制定具有积极意义:随着我国经济结构服务化渐趋明显,土地资源错配挤占了服务业的资源,推高城市房价,阻滞我国人口城镇化进程,政府应逐步放宽土地出让方面的管制,扭转土地资源错配状况,发挥市场对资源配置的基础性作用.

Abstract: The puzzle of population urbanization lag is revaled from the perspective of land resource mismatch. The empirical analysis has shown that the land resource mismatch has significant positive impact on population urbanization lag which has a significant impact on the impact of land resource mismatch according to the impulse response function and the effect is more lasting; and that the contribution rate of land resource mismatch to population urbanization lag reaches 50% according to variance decomposition. The study has such positive significance for policy-making as the mismatch of land resources has occupied the resources of service industry, pushed up urban housing prices, and hindered the process of population urbanization in China with the trend of service-oriented economic structure in China; the government should gradually relax the control of land transfer, reverse the mismatch of land resources, and play the basic role of the market in resource allocation.
