摘要/Abstract

摘要： 理解新时代运输服务发展不平衡不充分问题,对推进运输服务高质量发展具有重要意义.我国交通发展在环境、供给、战略等方面存在的现实问题迫切需要以政策转型来进行突围.政策转型包括交通行政管理政策转型,如深化交通行政管理体制改革、建立以公共交通为导向的城市发展模式、建设城市智能交通.综合运输服务政策转型,如联程联运政策转型、多式联运政策转型、城乡客运一体化政策转型、城市物流配送政策转型.运输服务模式转型包括“互联网+”交通、大数据交通、区块链交通和人工智能交通政策转型,交通企业经营转型,公路养护政策转型,政府监管政策转型.交通社会治理政策转型需要交通发展效率、公平、可持续一体,技术、经济、社会、生态统一,政府、市场、社会协同,改革、创新与发展同步.

Abstract: China's traffic development policy is facing the first in the world, but there are still problems of traffic development environment, traffic development and supply, transportation development strategy, traffic development policy, China's traffic development policy transformation is facing the pressure of industrial governance policy transformation, The pressure of transport service policy transformation, the pressure of large data traffic policy transformation, the pressure of urban traffic policy transformation, and the pressure of road maintenance policy transformation. The main contents of the transformation of transportation development policy include the transformation of traffic administration policy, such as deepening the reform of traffic administration system, establishing public transport-oriented urban development mode and building urban intelligent transportation. Traffic, government, market, social synergy, reform, innovation and development, such as the development of transport government, such as the efficiency of transport development, fairness, sustainable integration, technology, economy, society, ecological unity. Integrated transport service policy transformation, including the process of intermodal transport policy transformation, multimodal transport policy transformation, urban and rural passenger transport policy transformation, urban logistics and distribution policy transformation, large data traffic policy transformation. “Internet + traffic” policy transformation, including the transformation of transport service mode, business transformation, government restructuring. Road maintenance policy transformation, including road management ideas, functional changes, travel management, technology upgrades .
