摘要/Abstract

摘要： 边疆多民族地区的社会稳定对于维护国家主权与领土的统一、边疆地区社会的和谐发展都具有无可替代的作用。县级政府作为功能完备的基层政府是我国最基本的治理单元,是连接中央、省、市、乡镇的纽带,是我国政府体系的重要组成部分。面对日益复杂的社会环境,边疆县级政府维护社会稳定形势严峻和复杂。边疆县级政府的维护社会稳定要重新审视在新形势新时期的背景下,要结合边疆稳定问题,优化边疆县级政府维护社会稳定的责任内容,完善边疆县级政府维护社会稳定的责任制度,强化边疆县级政府维护社会稳定责任问责,与时俱进构建新形势下的边疆县级政府维护社会稳定的责任体系,实现边疆县级政府维护社会稳定目标的最大的功效。

Abstract: Frontier, as a product of subjective construction on the basis of objectivity, is a marginal region The social stability in the multi-ethnic frontier has irreplaceable function in safeguarding the sovereignty and territorial unification as well as the harmonious development of the frontier. The county government, as a fully functional local government, is the most basic management unit in China, which is the link between central, provincial, city and township governments, and is an important part of our government system. Facing the increasingly complex social environment, the current situation of maintaining the social stability of frontier is grim and complicated. To maintain the social stability, the county governments in the frontier should reexamine the background of the new situation to optimize the county governments’ responsibility system of maintaining the social stability, therefore, the maximum effect of frontier stability can be realized.
